Why The Solar Controller Reads 12.09 Volts And The Batteries 13.05 Volts?

My First Controller Came Damaged, But The Seller Was Happy In Sending One As A Replacement. The Batteries Never Went Up Passed 12.03, But Kept Going Down. With My Voltmeter I Sent The Voltage Coming Out Of The Solar Controller To The Batteries And Measured 4.5- 5.00 Volts. You Need At Least 13.00 Volts Plus ➕ To Begin Charging Your Batteries.
Obviously The Solar Controller Was Damaged.
But With The New Solar Controller Everything Was A Breeze.
