The village of Canda Ibaba, located in Quezon province's Lopez municipality, has been severely damaged by the tropical storm and torrential rains, with houses and entire streets submerged in flood waters, forcing residents to use boats to move around or wade through waste deep waters. Thousands of other residents of the region were displaced, with many still expecting evacuation. Mayor of Lopez city Rachelle Ubana commented on the situation saying "Right now, we are rescuing affected residents and we have rescued 1,400 families already and we transferred them to evacuation centres." The storm is currently moving to the north-west and would reach the South China Sea basin by Saturday, according to the forecasts by the national meteorology centre. *SOUNDBITE* SOT, Rachelle Ubana Mayor of Lopez, Quezon (Tagalog): "Right now, we are rescuing affected residents and we have rescued 1400 families already and we transferred them to evacuation centres."
